The state outline is adapted from the U.S. Census Bureau 2025 cartographic boundary file. Facility coordinates are adapted from Compute Atlas by Edward Kubiak, edition 1.34.1, under CC BY 4.0. Outline and markers use one geographic projection before any explicitly disclosed readability offset. Exact singleton source anchors are never moved. A one-kilometre boundary tolerance prevents the simplified 1:20,000,000 outline from hiding legitimate border-area source points; farther conflicts are disclosed, not clamped. DataCenterData groups source-reported city coordinates only within a bounded map radius; the outline does not validate a facility record. Some locations in this layer are reported by the provider as derived from OpenStreetMap (© OpenStreetMap contributors, ODbL, https://www.openstreetmap.org/copyright) and Epoch AI (CC BY 4.0).

These notes name selected records, say which kinds of public evidence were checked and show what remains missing. They do not add anything to the published counts.

  • Economic development incentives — Checked
    • Neither DOR document names a recipient, so no exemption certificate holder could be identified.
    • The earlier (pre-May 9 2022) county table linked on the same page was not yet reviewed directly.
    • A statewide DRI keyword sweep of every data-center row was not published; selected DRI initial forms and summaries were later opened for Project Camellia, Project Sail, QTS - Blakely and Kingston Technology Hub.

  • Utility commission and large-load records — Partly checked
    • No searchable Georgia PSC docket URL was exposed, so docket 44280's full filing list and any Georgia Power IRP or large-load report were not enumerated.
    • The order PDFs could not be read (image-only scans, no OCR performed), so nothing is quoted from the orders themselves.
    • Georgia Power's Integrated Resource Plan, its large-load queue reporting and any electric service agreements were not retrieved; no research lead has a utility_request_mw figure.
    • Several research leads are described as having applied to Georgia Power for specific loads (for example a 99 MW maximum at Statesboro and a 288 MW grid connection at Cartersville); none of those applications was located.

    • No water withdrawal, stormwater or county land-disturbance permit was searched for any research lead.

    • Effingham County's Project Camellia page did not respond during review twice; the bounded public record now rests on the Georgia DRI filing rather than that county page.
    • Coweta County's zoning case system was not reached, so Project Peach, Project Oak and Bridgeport still have no county record; Project Sail's rezoning decision is recorded from the Board of Commissioners' minutes of 7 April 2026.
    • No Bartow, Spalding, Douglas, Newton, Floyd, Carroll, Fulton, Rockdale, Richmond, Columbia, Hall, Muscogee, Troup, Early, Bulloch, Clayton or Cobb agenda, minutes or zoning file was retrieved; selected Georgia DRI filings were later opened for Kingston Technology Hub and QTS - Blakely.
    • Only one Georgia assessor or GIS parcel record was queried, so 68 of 70 research leads carry no parcel identifier.
