CONFIRMS the s40 refutation: the candidate 'Mattameade (Spotsylvania)' is NOT a new facility — it is the SAME AWS campus as the tracked aws-mattermeade-caroline-va, which by design bifurcates BOTH Spotsylvania and Caroline counties (1,078-1,143 acres, ~4.5M sq ft). 'Orrock Tech Campus' is AWS's working name for the SAME project: ~920 acres of data centers in Caroline + ~158 acres off Orrock Rd in
