Provider notes
Energy. PPL Electric Utilities will connect the campuses via a new 500 kV-138 kV switching station; 1.35 GW delivered via the PJM grid. No on-site generation confirmed.
Water. Evaporative cooling for peak thermal conditions. A $14.1M agreement with the Middlesex Township Municipal Authority grants access to up to 400,000 gal/day (0.4 MGD) - a contracted ceiling (~2,367 dwelling units), not measured operational use; regulated by PA DEP and the Susquehanna River Basin Commission.
Community. Middlesex Township supervisors voted 3-0 (Ordinance 3-2025, May 30 2025) to create a 694-acre Data Center Overlay District making data centers a by-right use; Protect Cumberland County PA documents organized opposition over water, pollution, utility rates, and private-well impacts (Rep. Barb Gleim questioned utility-bill effects). No litigation as of 2026-07-08.
What the source record says
'Pennsylvania Digital I' (PAX) in Carlisle, Cumberland County: a ~700-acre, three-campus development delivering 1.35 GW (expandable to 1.8 GW — in notes), each campus with six buildings and a 450 MW substation. The $15B is the project value across all three campuses (in notes). Near-term 300 MW by Q2 2027. Coordinates are the Carlisle area centroid. The $15B figure is the three-campus JV total, not broken out per campus -> investmentUsd omitted. Pennsylvania's data-center sales-tax exemption eligibility is likely but no confirmed award or LERTA designation was found. Partner: Pennsylvania Data Center Partners.
Any MW value is reproduced as source-reported context. Its measurement boundary is not established consistently enough for comparison. Unknown is not zero.
