Provider notes
Energy. Microsoft pledges to match every fossil-fuel kilowatt-hour one-for-one with carbon-free energy; a 250 MW solar project in Portage County is under construction to support the commitment. No on-site generation reported.
Water. Primarily dry cooling with evaporative backup only above ~85°F, running waterless for 90%+ of the year. 0.702 MGD is the regulatory-filing peak for the full campus (Phase 1 peak ~0.234 MGD); water is sourced from the city of Racine (Lake Michigan).
Community. Village and county leadership are supportive; Midwest Environmental Advocates sued the city of Racine over withheld water-usage records, and Marquette Law School polling found ~70% of Wisconsinites believe data-center costs outweigh benefits. The Microsoft deal itself carries no new public borrowing, against a Foxconn-era backdrop of local debt.
Any MW value is reproduced as source-reported context. Its measurement boundary is not established consistently enough for comparison. Unknown is not zero.
