Provider notes
Energy. We Energies serves Kenosha County; the utility received PSC approval (May 2025) for a 128 MW gas plant in the Town of Paris partly to meet data-center demand. Kenosha City Council unanimously annexed and rezoned ~240 acres (late 2024; four 250,000-sq-ft buildings planned). NOTE: Microsoft's larger Wisconsin figures ($3.3B/$4B investment, thousands of jobs) are for the SEPARATE Mount Pleasant / Racine County campus, NOT this Kenosha site; no Kenosha-specific investment, jobs, water, or site-specific tax-exemption figures have been disclosed.
Water. At the November 2024 plan commission hearing the developer's representative said the data center "will be cooled by air, not water", while the site will still be connected to Kenosha's sewer and water systems. ⚠️ This is a developer characterization at a zoning hearing, not a published design document, and operators commonly describe a recirculating closed-loop circuit as "air-cooled" — revisit when Microsoft files site plans, which the city was still awaiting as of June 2026.
Community. Community concerns about noise, traffic, and community character reported in local coverage. Specific claim of 'dozens at November 2025 public meeting' cannot be verified from sources cited in this record; removed pending a sourced reference.
These reviews flag conflicting scope, inconsistent source text or support that has not been established. A withheld value may appear in the explanation, but is not displayed as an established field. The upstream row remains attributed under Sources.
- Announced investment: The provider’s energy note says no Kenosha-specific investment figure has been disclosed; the $35 million value is not explained anywhere in the source row.
What the source record says
Coordinates approximate for NW quadrant of I-94/Hwy 142 intersection, Kenosha County. Land was already properly zoned for data center operations per DCD; Navix Engineering filed November 2024 permit application for four-building campus. Site is 6 miles south of Microsoft's Mount Pleasant facility; part of Microsoft's broader Wisconsin investment commitment. No building permit issued as of Jan 2025.
Any MW value is reproduced as source-reported context. Its measurement boundary is not established consistently enough for comparison. Unknown is not zero.
