That is a city-stated Phase I utility-connection requirement; the page does not state critical IT capacity, a campus-wide design capacity, or measured load, and it says Phase II would use utilities constructed in Phase I. The same page lists project status as under construction, entitlement approved July 3, 2025, a grading and underground-utilities permit issued December 11, 2025, and a building permit issued March 19, 2026. A building permit is permission to build, not opening or operation. Applicant is not by itself owner, developer, or operator.
