Scope

Schedule DCT (Data Center Tariff) in Ohio Power Company's tariff P.U.C.O. No. 22, 1st Revised Sheets 223-1 through 223-8, is available to customers that operate a Data Center, defined as a centralized facility used primarily or exclusively for electronic information services that has an aggregate monthly maximum demand of greater than 25,000 kW. For New Load, monthly billing demand during the load ramp may not be less than 85% of the Load Ramp Contract Capacity, contracts run at least the Load Ramp Period plus 8 years, and a customer may exit only after the fifth contract year following the ramp by paying an exit fee equal to 36 months of minimum charges. Service will not commence until the Company has sufficient capacity. The current sheets also carry interim procedures, under the Commission's 5 August 2026 Finding and Order in Case No. 26-113-EL-ATA, that apply until otherwise ordered by the Commission.

Summary

AEP Ohio's Schedule DCT is the data center tariff in Ohio Power Company's current tariff book. It applies to data centers with an aggregate monthly maximum demand above 25,000 kW, sets minimum billing demand and long contract terms for new data center load, and requires collateral of 50% of total minimum charges from customers that do not meet its credit tests. The sheets in the October 2026 tariff book are 1st Revised Sheets issued and effective on 28 August 2026, filed under the Commission's April 2026 rate-case order and its 5 August 2026 order in Case No. 26-113-EL-ATA. The schedule itself took effect earlier, after the Commission's order in Case No. 24-508-EL-ATA.

What this does not establish

  • 28 August 2026 is the issue and effective date printed on the current revised sheets, not the first day the schedule applied. AEP Ohio's data center tariff page states that the tariff became effective on 23 July 2025; that date is not stored as this record's effective date.
  • The tariff book file is named for October 2026 (October_2026_Ohio_Power_Tariff_Book.pdf, captured 3 October 2026) and may be replaced by a later monthly book at a different address; the September 2026 book address answered HTTP 404 on 2 October 2026.
  • The Commission's approval of the original tariff pages is the separate record oh-puco-24-0508-el-ata-aep-schedule-dct-20250723.
  • The schedule does not pause connections. It says service under it will not commence until the Company has sufficient capacity, and this record does not describe any customer's queue position.

Unresolved questions

  • Whether the Commission's 30 September 2026 Entry on Rehearing in Case No. 26-113-EL-ATA, which the docket lists as denying the applications for rehearing (text not captured), or a later phase of that proceeding changes the interim procedures on sheet 223-5.
  • Outcome of the Supreme Court of Ohio appeal (Case No. 2025-1458) of the Commission's order in Case No. 24-508-EL-ATA.

Relationships

Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
