Scope
The Michigan Public Service Commission's order of 18 December 2025 in Case No. U-21990 conditionally approves DTE Electric Company's special contracts (a primary supply agreement and an energy storage agreement) with Green Chile Ventures LLC for electric service to a 1.383-gigawatt data center facility in Saline Township. Approval is conditioned on DTE Electric's representation that the customer's payments cover the costs of serving it so that those costs are not covered by other customers, with a letter accepting the conditions due within 30 days. The order also directs DTE Electric to update its emergency procedures so that, in the stated circumstances, firm load at the facility is shed before firm load of its other customers, and to apply within 90 days for a generally applicable large load customer tariff aligned with the 6 November 2025 order in Case No. U-21859. It is a customer-specific approval in DTE Electric's service territory.

Summary
On 18 December 2025 the Michigan Public Service Commission conditionally approved, in Case No. U-21990, DTE Electric's special contracts with Green Chile Ventures LLC, a subsidiary of Oracle Corporation, to serve a 1.383-gigawatt data center facility in Saline Township. The conditions require that the customer's payments cover its costs of service, that firm load at the facility be shed before other customers' firm load in stated emergencies, and that DTE Electric seek a general large load tariff. DTE Electric filed its acceptance letter on 15 January 2026, and the Commission denied rehearing on 27 March 2026.
What this does not establish
- DTE Electric's 15 January 2026 acceptance letter is recorded in the Commission's 27 March 2026 orders in the same case, which found that the Attorney General's concerns about the letter did not require reopening; the letter itself was not opened.
- Petitions for rehearing, a motion to reopen and a motion for a contested proceeding were denied on 27 March 2026; that order is a separate record.
- Contract prices and other contract terms, the reporting requirements and the other ordering paragraphs are not restated.
- The generally applicable DTE Electric large load tariff application directed by the order was not opened.
- This record does not establish the facility's construction or operating status, the load actually served, or the Township's land-use approval.
Unresolved questions
- Whether an appeal of the Case No. U-21990 orders to the Michigan Court of Appeals, reported in April 2026, is pending; the court docket was not opened because courts.michigan.gov disallows automated access in its robots.txt.
Relationships
Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
