Dated source review

The underlying provider record is retained. These notes add source-attributed context and flag conflicts; any withheld value is explained separately. They do not certify current operation.

  • Source review · reviewed 2026-10-11: Prior source review (2026-10-09): Cipher’s release dated September 25, 2026, included in its SEC filing, revises Barber Lake’s phased delivery target to Q4 2026 through Q1 2027, with first rent expected in Q4 2026. The existing Fluidstack lease is followed by a separate additional ten-year commitment from an unnamed AI lab; the source does not say Fluidstack’s lease became twenty years. Google is described as a backstop counterparty, not an established tenant. The supporting 10-Q was filed August 4, 2026 for the period ending June 30. Neither target dates nor rent expectations confirm operation. Historical document addendum reviewed 2026-10-11: Mitchell County's notice names the Cipher Barber Lake Reinvestment Zone and Phase I, II and III projects. It identifies Cipher Barber Lake, LLC and Cipher Barber Lake Resources, LLC as abatement counterparties/property owners and gives estimated improvement costs of $1.3 billion for Phase II and $2.0 billion for Phase III. These are estimates, not spending received or measured capacity. The August 24, 2026 Commissioners Court minutes record unanimous approval of the first agreement amendment changing its stated figure from 244 MW to 300 MW; Phase II passed 4–1. Phase III passed 4–1 conditionally, pending agreement language restricted to the data center. These are incentive actions, not building permits, construction or operation; the agreement's MW wording is not admitted as an IT or utility-capacity specification. The notice does not establish distinct facility boundaries for the phases.
