Summary
On 5 June 2026 the Federal Energy Regulatory Commission accepted Southwest Power Pool tariff revisions, effective 1 July 2026, that add Conditional High Impact Large Load Service, a non-firm transmission service that can serve a large load such as a data center before long-term firm service is available, for up to seven years and subject to curtailment. On 26 October 2026 Commission staff accepted the compliance filing the order directed, effective 1 July 2026. It does not approve any particular project.
Scope
Federal Energy Regulatory Commission order 195 FERC ¶ 61,196 (Dockets ER26-1323-000 and -001) accepts, effective 1 July 2026 and subject to condition, Southwest Power Pool tariff revisions that add Conditional High Impact Large Load Service, a non-firm, as-available transmission service for High Impact Large Loads until designated resources or network upgrades support long-term firm service. The order describes a term of one to seven years, with curtailment and interruption when the system is constrained. The order notes that participation is voluntary, and the service does not by itself approve any project.

How this list was set, checked 3 November 2026: Southwest Power Pool says it serves members in all or part of 17 states, and its Regional State Committee page names commissions from 17 states, which are the states listed here. SPP does not say which are covered only in part, so every listed state is marked as covered in part; that is not a finding that any of them is not wholly covered. The list describes the SPP region as of October 2026, after its April 2026 expansion into the Western Interconnection. Coverage source

What this does not establish
- The Commission's order names no list of states. The coverage list comes from SPP's own description of its region and does not establish that the tariff applies to any particular site, utility or project.
- The tariff text itself was not opened; the provisions are described from the Commission's orders.
- SPP's High Impact Large Load web page still called this a proposed solution when checked on 3 November 2026. The Commission's order is the controlling record here.
Unresolved questions
- How the Commission will act on SPP's later filings to modify this service: ER26-3591 on planned outages, which drew a deficiency letter on 21 October 2026, and ER26-3685.
Relationships
Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
