Summary

Maine Governor's Executive Order 5 of fiscal year 2025-26 directs the Department of Energy Resources to work with the Public Utilities Commission on strategies to protect ratepayers from data-center-driven energy costs and creates the Maine Data Center Advisory Council to evaluate large-scale data center issues and deliver a strategy report with any proposed legislation. The order sets up study and coordination; it does not stop or pause data center permits.

What this does not establish

  • The official page shows "FY 25/26" but no signature date, so no adoption or effective day is stored.
  • The Governor's veto message for L.D. 307 said a council would be created by executive order; that veto is a separate record.
  • The council's report deadline is a reporting date, not an end date for the order.

Unresolved questions

  • The exact signing date was not shown on the official page.

Relationships

Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
