What the sources support

The Loring Development Authority of Maine's FY2023 annual report lists Eternal Mind, Inc. in its Loring Commerce Centre tenant attachment and describes it as an AI quantum-computing company. LDA's June 21, 2023 board minutes report, as a Green 4 Maine accomplishment, a nine-year lease with Eternal Mind for the 8,000-square-foot Data Center building. This supports one lease/tenant-backed proposed building on dated public-authority records. It does not establish that the lease remains in force today, the lease start or end dates, regulatory approval, construction, commissioning, current occupancy, energization, or operation. The later FY2024 tenant attachment omits Eternal Mind but expressly warns that it may not list all subtenants of third-party owners such as Green 4 Maine; the omission therefore neither proves continued tenancy nor termination.
