Energy. On-site solar generates up to 150MW; facility draws no more than 25MW from grid on cloudy days. Maine PUC approved use of on-site hydroelectric power. Cooling system proposed ~300,000 gal/day of Androscoggin River water (less than 1% of former mill usage).
Water. Closed-loop system; ~300,000 gallons/day from Androscoggin River to replace evaporation, compared to 35-40 million gallons/day used by former paper mill.
Community. Jay Select Board voted 4-0 to support project; town and RSU 73 school board support expanded tax base. No public opposition recorded at local approval votes. Legislative battle over moratorium resolved in project's favor after Gov. Mills vetoed LD 307 and veto was sustained June 2026. Sentinel Data Centers notified JGT2 in June 2026 of intent not to move forward; project placed on hold indefinitely pending other operators.

Sentinel Data Centers LLC is headquartered in New York City. JGT2 Redevelopment purchased the former Pixelle Specialty Solutions mill in December 2023. ~425,000 sq ft of obsolete mill buildings demolished; paper machines shipped to Pakistan. In June 2026 Sentinel notified JGT2 of intent not to move forward; no permits were issued and no groundbreaking was held. JGT2 is seeking other operators for the site.

Sentinel Data Centers withdrew from the Androscoggin Mill project and halted work in June 2026 (after Gov. Mills vetoed a statewide 20MW+ data-center moratorium that had been intended to protect it). Per the JGT2 mill-redevelopment team, the site itself is 'not dead' — the 82MW (expandable) power infrastructure and rail access remain, and JGT2 is seeking a new data-center operator or industrial tenant.
