Enrolled House Bill 4983 (2026) amended W. Va. Code 64-10-1(b) to authorize the Department of Commerce legislative rule on certification of a microgrid district or certification as a high impact data center, 145 CSR 20, as refiled on 29 January 2026, with one amendment inserting the words "or access of water" in subsection 2.4 of the rule.
