Summary
Appalachian Power's Virginia Economic Development Rider, a demand-charge discount for qualifying new or expanded commercial and industrial load, bars customers with primarily portable or extractive load, naming cryptocurrency mining and mobile containers or units for server farms or mobile data centers, from applying after 1 February 2024. The sheet in the company's July 2026 tariff compilation is effective 1 January 2025 under an SCC final order of 20 November 2024. It limits an incentive; it does not regulate fixed data centers.
What this does not establish
- The exclusion names mobile data centers and server-farm units only; fixed data centers are not addressed by this clause.
- The SCC final order in Case PUR-2024-00024 was not opened (scc.virginia.gov does not permit automated access); the order date is taken from the tariff sheet footer.
- The 1 February 2024 cut-off predates the sheet read; earlier versions of the rider sheet were not read.

Relationships
Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
- No related action is recorded.
