Scope

The Public Utility Commission of Texas conducted a one-time Energy and Water Use survey (Project No. 59281) to be completed by a representative of any data center or virtual currency mining facility operating or planning to operate in Texas by 2030, to meet a legislative study requirement in the General Appropriations Act. The original response period ran from 2 April to 28 May 2026; the survey was reopened on 1 July 2026 with responses due by 10 July 2026.

Summary

The Public Utility Commission of Texas ran a one-time Energy and Water Use survey of data centers and virtual currency mining facilities that operate, or plan to operate, in Texas by 2030, to fulfil a study requirement in the General Appropriations Act and inform the state water plan. Responses were collected from 2 April to 28 May 2026 and, after the survey was reopened at a House committee's direction, until 10 July 2026. The governor's 3 August 2026 letter cites incomplete compliance with this survey as a reason for the data-center audit.
