Scope

The Department of Environmental Protection's Template GRID Project Consent Order and Agreement, a model marked Rev. 08/18/2026 that can be changed to fit a project, sets out the commitments a developer of a Computer Data Center makes in a consent order and agreement under Executive Order 2026-05, including backup generation with zero-emission systems or generators with emissions no higher than a Tier 4 or Tier 4 equivalent generator, limits on backup generator use, at least three air quality monitors with public data, a certification of energy and water best management practices, and a written water plan.
