Summary

The Hillsboro City Council adopted Resolution No. 2932 at a special meeting on 27 July 2026. It stops the city from accepting, processing or approving new land use applications for new or expanded data centers or battery energy storage systems as a primary use. The resolution took effect on adoption and runs for 120 calendar days unless extended or repealed. It is a temporary pause on new applications, not a permanent prohibition.

What this does not establish

  • The moratorium also covers battery energy storage systems, which are not data centers.
  • Whether Oregon law would allow an extension was not checked.
  • The stored end date, 24 November 2026, is computed from the 120-day term; the resolution prints no calendar end date.

Unresolved questions

  • Whether the council extends or ends the moratorium before the 120-day term runs out.

Relationships

Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.

  • No related action is recorded.
