Scope

The Governor of Maryland's veto letter of 16 May 2025 vetoes Senate Bill 116 and House Bill 270 of the 2025 session, Data Center Impact Analysis and Report, together with three unrelated bills, citing the cost of mandated studies, including the analysis of the environmental, energy and economic impacts of data center development. The General Assembly overrode the veto of Senate Bill 116 on 16 December 2025, and that bill became chapter 10 of the 2025 special session.

Summary

On 16 May 2025 the Governor of Maryland vetoed Senate Bill 116 and House Bill 270, the Data Center Impact Analysis and Report bills, in a letter that also vetoed three unrelated bills and cited the cost of state-mandated studies. The Senate and House overrode the veto of Senate Bill 116 on 16 December 2025, so the data center analysis became law as chapter 10 of the 2025 special session (a separate record). The veto is a completed executive action and imposes no requirement.

What this does not establish

  • The veto letter covers five bills; only the data center bills are recorded here.
  • Senate Bill 116 became law over the veto; the resulting chapter is recorded separately (md-2025-ch10-sb116-data-center-impact-analysis).
  • Whether the veto of the cross-filed House Bill 270 was also overridden was not established; the opened bill page is for Senate Bill 116.
  • The veto is not a restriction on data centers and has no ongoing effect.

Unresolved questions

None recorded.

Relationships

Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
