Summary
Maryland Senate Bill 116 of 2025 became chapter 10 of 2025 when the General Assembly overrode the Governor's veto on 16 December 2025. It orders a state analysis of the environmental, energy and economic impacts of data center development and a final report by the Department of Legislative Services due on or before 1 September 2026. The act prints a 1 July 2025 effective date and is abrogated at the end of 30 June 2027. It does not regulate the siting or operation of any data center.
What this does not establish
- The chapter prints "this Act shall take effect July 1, 2025", but it was enacted by veto override on 16 December 2025, so no single legal effective day is stored.
- Whether the final report was delivered by 1 September 2026 was not established; a report is not itself recorded as a policy action.
- The Governor's 2025 veto of SB 116 and of its cross-file HB 270 is not a separate record here.
Unresolved questions
- Whether the Department of Legislative Services published the final report was not checked.
Relationships
Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
- Related, not a replacement Governor veto of SB 116 / HB 270 (2025) data center impact analysis, later overridden for SB 116 (Completed)
