Scope

House Resolution 196, HD1 (2026), adopted by the Hawaii House alone, requests the Hawaii State Energy Office to convene a working group to study the potential impacts of large data centers requiring five megawatts or more of instantaneous demand on Hawaii's electric utilities, ratepayers, natural resources and climate goals and to report to the Legislature no later than twenty days before the 2027 regular session; it states the working group's end as 30 June 2027. It is a single-chamber study request with the same subject as the adopted concurrent resolution HCR 206 and imposes no requirement on any data center.
