Scope

Act 173 of the 2024 Fiscal Session (Senate Bill 78) amends the Arkansas Data Centers Act of 2023. As opened, it adds to the requirements a digital asset mining business shall comply with the application of noise-reduction techniques, including liquid or submerged cooling and fully enclosing the envelope, and provides that a prohibited foreign party shall not acquire or hold any interest in a digital asset mining business in Arkansas. Its emergency clause makes it effective on the date of the Governor's approval, and it prints APPROVED: 5/3/24.

Summary
