Provider notes
Community. Organized, documented opposition. The Tonawanda Seneca Nation, whose territory borders the site, wrote in April 2025 that it "strongly opposes any allocation of low-cost hydropower to a data center at STAMP"; more than 100 environmental, faith and human rights organizations plus 500 individuals statewide signed a letter opposing the project, and Stream's FIRST, smaller STAMP proposal was cancelled following a lawsuit by the Nation. The earlier proposal drew "nearly 800 written comments, 50 spoken comments made at a public hearing."
What the source record says
Proposed three-building hyperscale campus at the Western New York Science, Technology and Advanced Manufacturing Park (STAMP), Town of Alabama, Genesee County - by capital investment the largest data center proposal found for New York in this run. GCEDC states a "$19.46 billion" capital investment and "$285 million in PILOT/host revenues" for Genesee County, the Town of Alabama and the Oakfield-Alabama Central School District, with a public hearing "Thursday, March 19 at 7 p.m. at the Town of Alabama Fire Hall, 2230 Judge Road, Basom, NY 14013." Investigative Post reports the incentive package as "$1.46 billion in tax breaks for the creation of 125 jobs," of which "$1.43 billion in sales tax breaks" and "a $31 million mortgage tax break"; those two components are recorded as separate subsidy entries rather than the rounded total. capacityMw.planned = 500 records the sentence "Stream has said it will use 500 megawatts of electricity, more than 80 percent of all the power available at the STAMP industrial park" - this is stated electricity USE, not a certified IT load or an interconnection award. CONFLICTING FIGURES, recorded honestly: (a) acreage - Investigative Post says the campus spans "over 90 acres at the 1,250-acre industrial park" and landAcres is set to 90; an aggregator listing gives 130 acres and was NOT verified, so it is not used. (b) construction jobs - GCEDC's CEO is quoted at "an additional 1,000 workers temporarily," while "the agency reports on its cost-benefit analysis for the project which says construction will employ more than 16,000"; the lower, attributed figure is recorded. (c) capital cost has moved from "$6.3 billion a year ago" to "$11 billion" to "$19 billion"; the GCEDC-published $19.46B is used. Confirmed absences (2026-09-09): no source fetched states a water withdrawal volume for the campus, a confirmed hydropower allocation (the Tonawanda Seneca Nation letter opposes a prospective allocation, which is not the same as one being granted), or a construction start date - so no energy field is recorded. aiClassification is 'likely': the project is universally described as an AI-boom data campus but no fetched source states the workload. Coordinates are geocoded to the Town of Alabama, Genesee County, NOT to a confirmed parcel. This is a REQUESTED figure, not a confirmed/awarded PILOT -- at the time of this reporting (2026-07) Gov. Hochul was considering a moratorium measure that could block it entirely. Flag for hand review: record explicitly as 'requested', not granted. SUBSIDY NOT RECORDED AS A FIELD (maintainer adjudication 2026-09-10): reporting describes a REQUESTED package worth about $1.46bn from the Genesee County IDA for the STAMP site, not an awarded one — at the time of the 2026-07 reporting the Governor was weighing a moratorium measure that could block it entirely. The `subsidies` schema has no granted-versus-requested distinction, so publishing the figure there would present unawarded money as awarded. Recorded here instead; promote it to a `subsidies` entry only once an executed IDA agreement is in hand.
Any MW value is reproduced as source-reported context. Its measurement boundary is not established consistently enough for comparison. Unknown is not zero.
