Provider notes
Energy. Poudre Valley REA told the county it can supply only 35 MW until mid-2028, dropping to about 27 MW at the start of 2028 and declining further in 2029, citing limited wholesale supply from Tri-State Generation and Transmission. Global AI's zoning application says later phases would be powered on-site with Bloom solid-oxide fuel cells; no state air permit had been filed as of 2026-07-29.
Water. A Weld County review published 2026-08-07 found the applicant still had to show proof of water supply. Windsor has issued only a non-binding will-serve letter for water and wastewater contingent on annexation.
Community. Weld County posted stop-work orders on the property on 2026-05-07, 2026-06-11 and again on an unspecified date for un-permitted construction, and issued a formal order to abate on 2026-07-20. The county received hundreds of public comments; the site is in the Use by Special Review process. Windsor states it has not approved or endorsed the project.
These reviews flag conflicting scope, inconsistent source text or support that has not been established. A withheld value may appear in the explanation, but is not displayed as an established field. The upstream row remains attributed under Sources.
- Street address: The captured provider context contains an unresolved street-address support or consistency issue. Street is newly supplied but absent from the row note.
- Announced permanent jobs: 200 is absent from the row note.
- Announced construction jobs: 1,500 is absent from the row note.
What the source record says
Global AI, a New York-based firm, bought a 438-acre former Kodak/Carestream property in unincorporated Weld County near Windsor in November 2025 and is developing a 41-acre data center on it. Phase 1 is stated at 27.5 MW with an ambition to reach 1 GW; no timeline for later phases has been shared. The company says it plans to operate the site alongside Nvidia and Humain. Coordinates are approximate (former Kodak campus, Eastman Park Drive area), not parcel-confirmed.
Any MW value is reproduced as source-reported context. Its measurement boundary is not established consistently enough for comparison. Unknown is not zero.
