Summary

The Metropolitan Council passed BL2026-1448 on third reading as amended on 21 July 2026 and the Mayor approved it on 24 July 2026. It paused zoning, building and grading permits for data center developments in Nashville and Davidson County until a late-2026 calendar date or the effective date of the new data center zoning ordinances BL2026-1391 and BL2026-1392, whichever came first. Both of those ordinances are recorded as effective on 31 July 2026, so under its own terms the moratorium ended that day; the zoning rules in BL2026-1391 now govern.

What this does not establish

  • The ordinance took effect on publication of a newspaper notice; the publication day was not opened, so no effective date is stored.
  • The amendment redline shows both 1 November 2026 and 1 December 2026 as the outer date; which one was adopted does not change the result because the other condition occurred first.
  • The end day is derived from the ordinance text together with the Legistar effective entries of BL2026-1391 and BL2026-1392; no separate termination order was opened.

Relationships

Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
