Summary
Mesa Ordinance No. 5957, passed and adopted by the City Council on 8 July 2025, makes data center a distinct land use that may be permitted only when the City Council specifically authorizes it while approving a Planned Area Development overlay district, and adopts location, design, screening and noise standards by reference. The ordinance takes effect thirty days after adoption, computed as 7 August 2025. It does not order an existing facility to close.
What this does not establish
- 7 August 2025 is computed from Section 10 (effective thirty days after adoption); the ordinance does not print the calendar day.
- The Section 11-31-36 standards and PAD amendments adopted by reference (Resolution No. 12395) were not opened.
- The ordinance provides a waiver path for certain owners and protects prior approvals; those provisions are not restated. Later amendments were not checked.

Relationships
Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.
