Energy. Developer describes a mix of on-site solar and natural gas generation and says the campus would not draw from Gallup's municipal power grid. No MW figure has been disclosed publicly.
Water. Teraplex sought an option to buy up to 109.5 million gallons (about 336 acre-feet) of treated effluent annually from the City of Gallup at $5.66 per 1,000 gallons through 2040 — reclaimed wastewater, not potable supply. Gallup's treatment plant processes about 2.3 million gallons per day. Heat-rejection method not disclosed, so coolingType is left unset.
Community. About a dozen residents spoke against the project at the April 28, 2026 Gallup City Council meeting, citing water rights and unfulfilled promises from similar projects; the council voted to defer the third amendment to the effluent option agreement, with the mayor the sole 'no' vote on deferral.

Teraplex is a Washington, D.C.-based firm incorporated in late 2025; co-founder Greg Thompson is the public spokesperson, and he has named Oracle, Meta, Amazon and Microsoft only as example tenant types, not as signed tenants. Agreement terms require land purchase within four years and construction start within five years of purchase or the city may cancel. Coordinate is a locality-level approximation anchored on Mentmore/Gallup — not a parcel-confirmed point.
