Sections 1 and 2 run the moratorium from the effective date through 23 March 2027 unless extended by Council. Section 2 ties effect to the Mayor's approval after passage; the emergency clause provides that, if it receives approval of two-thirds of the members of Council, the ordinance is in force from and after the Mayor's approval, or otherwise from and after the earliest period provided by law. Neither the vote nor the Mayor's approval date is shown, so no end date is stored.

Summary

The City of Vermilion posted Ordinance 2026-17 as adopted on 20 April 2026. The emergency ordinance imposes a moratorium on considering, approving or authorizing data center development in any zoning district, including building permits, certificates of occupancy and development plan and use permit applications, and bars existing businesses from expanding to house a data center during the moratorium. If two-thirds of Council approved it as an emergency measure it takes effect on the Mayor's approval, and otherwise from the earliest period provided by law; neither the vote nor the approval date is shown. It runs through 23 March 2027 unless Council extends it, as a temporary moratorium rather than a permanent prohibition.

What this does not establish

  • The adoption date is taken from the city page's description of the posted ordinance ("Adopted 4/20/26"); the ordinance text shown does not print the vote or the Mayor's approval date.
  • The effective day depends on the Mayor's approval and on whether two-thirds of Council approved the emergency clause; neither is shown on the page, so no end date is stored even though 23 March 2027 is printed.
  • The moratorium applies only within the City of Vermilion.

Unresolved questions

  • When the Mayor approved the ordinance and so when it took effect.

Relationships

Supersession means a later instrument replaces the earlier legal effect. Repeal links identify the repeal instrument and the measure it ends. A later implementation or related letter is not treated as a replacement unless the record says so.

  • No related action is recorded.
