Scope

Virginia Senate Bill 552 of the 2026 Regular Session would have required a locality, before approving a rezoning, special exception or special use permit for the siting or major expansion of a large data center, to hold public hearings and require an applicant site assessment, which the Department of Environmental Quality would review against standards it was to develop for noise, light, water, air emissions, traffic and proximity impacts, with notices of violation, civil penalties and possible revocation of approval. It was not enacted.
