Scope

Virginia Senate Bill 417 of the 2026 Regular Session would require data center operators applying for Cloud Computing Cluster Infrastructure Grant Fund payments to use reclaimed water for water-dependent cooling, rising from 60 percent beginning 1 July 2027 to 100 percent on and after 1 July 2031. It is a pending proposal, not law.
