Scope

Oregon House Bill 3698 (2025 regular session), as introduced, would have required each data center, as defined in ORS 308.505, to report its quarterly water use to the Water Resources Department and its electricity use to the State Department of Energy, required the Department of Energy to publish summaries on a website, and directed the Environmental Quality Commission to adopt emissions standards for standby generators used at data centers. The official history records it in the House Climate, Energy, and Environment Committee upon adjournment on 27 June 2025; it did not become law.
