Scope

Arizona SB 1380 (2026, as introduced), reference title "large load customers; energy costs", would have added A.R.S. 30-301 requiring a public power entity to require a large load customer to pay the energy costs that would not have been incurred but for its demand, not passed on to other customers, defining large load customers to include data centers (among industrial facilities, cryptocurrency mining centers, manufacturing plants and hydrogen facilities), and would have added a section 40-107. It was not enacted before the Legislature adjourned sine die on 13 June 2026.
